It is very important to pay your premium on time so that your coverage is not terminated and you are not left responsible for the full cost of care and services that you received during the time that you were not covered. Additionally, the Affordable Care Act (ACA) requires that most Americans have minimum essential coverage or you will be fined a penalty from the Internal Revenue Service upon filing taxes.
If you do not pay your premium by the due date, you are allowed a three month grace period to pay the amount you owe, in full, before your coverage is terminated. If your account is not paid in full by the end of the grace period, you will be responsible for the full payment of all services received during the first, second and third months of the grace period.
In addition, after Day 31 of delinquency Horizon BCBSNJ will suspend payment of any claim we receive from your doctor or other health care professional and will notify these providers accordingly. You will also be responsible for the full payment of prescription drug costs at the pharmacy until you pay your premiums in full.
Once your account is paid in full within the three-month grace period:
- Horizon BCBSNJ will process eligible claims.
- You can submit a claim form to be reimbursed for the covered costs of prescription drugs that you paid for at the time your account was delinquent. To apply for reimbursement of these costs, complete the Prescription Drug Claim Form located at https://www.horizonblue.com/members/forms/search-by-frequently-used-forms under Prescription Forms. Then, return it to the address indicated on the form.
- Click here to learn more about the grace period.
Individual Consumers who purchased insurance for themselves or their families through the Exchange (federal Marketplace) without APTC, as well as Medigap members:
If you do not pay your premium by the due date, you will only have 31 days to make a payment in full before your coverage is terminated back to the “paid to” date (the date you paid your coverage through). For example, if the 31 days have passed and the last time you paid your premium was on September 1 (for coverage during the month of September), your coverage will terminate effective October 1.
Individual Consumers who purchased insurance for themselves or their families and do not have coverage through the Exchange (federal Marketplace) or the New Jersey State Based Exchange (SBE), as well as members with small group (two to 50 employees) coverage:
If you do not pay your premium on time, your premium payment will be considered delinquent. If Horizon BCBSNJ does not receive your payment within 30 days of the due date, your coverage will be terminated back to the “paid to” date (the date you paid your coverage through). For example, if 30 days have passed and the last time you paid your premium was on September 1 (for the entire month of September), your coverage will terminate effective October 1 and you will be required to pay for all health care services.
Generally, bills (or invoices) for Individual, Medigap and Medicare Advantage members who purchased insurance for themselves or their families directly through Horizon BCBSNJ, the Exchange (federal Marketplace) or the New Jersey State Based Exchange (SBE) are sent two weeks before the payment due date.
